Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including :

  • Cyber Security : The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems : The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications : The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare : The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management : The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's : NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The NATO Information and Communication Agency (NCIA) located in The Hague, the Netherlands, is currently involved in the development and support of new and existing capabilities for NATO. In light ofthese activities, the NATO Digital Workplace Centre (NDWC), within the framework of its mandate, is adapting innovative and secure communications solutions for NATO staff across the Enterprise. In order to connect, communicate, and collaborate with NATO staff members, NDWC is looking forprofessional communication services to boost internal and external communication, enhance the coherence of all NDWC capabilities and initiatives, and provide the necessary information to the end users of its services.

Role Duties and Responsibilities

  • Developing and executing a structured communication plan.
  • Enhancing NDWC staff engagement through interactive communication initiatives.
  • Creating and delivering compelling messaging and content for various internal and external audiences.
  • Preparing high‐quality materials for events and various stakeholder engagements.
  • Tracking communication effectiveness and providing recommendations for continuous improvement.
  • The following deliverables are expected :

    D01) Messaging & content development for internal and external communications (Monthly Review & Delivery)

  • Draft and refine internal newsletters, emails, and intranet content.
  • Develop briefing materials and service / product presentations.
  • Produce external‐facing communication materials, such as press releases and stakeholder updates.
  • Support the organization with materials for events
  • The contractor must propose a structured messaging & content request and approval process, ensuring timely approvals, and performance tracking.
  • Content of the Deliverable will be defined and approved at the beginning of each period, in writing.
  • D02) Reporting on communication impact and recommendations

  • Evaluate NDW staff perceptions of internal communication.
  • Analyze data to identify trends, strengths, and areas requiring improvement.
  • Develop timely, data‐driven, and qualitative reports on communications impact andpropose improvements.
  • Present findings to leadership and propose next steps for implementation.
  • Content of the Deliverable will be defined and approved at the beginning of each period, in writing.
  • D03) Stakeholder Engagement Assessment and updated Communication Plan :

  • Evaluate the effectiveness of external communication efforts.
  • Assess stakeholder perceptions and engagement with NDW messaging.
  • Increase perception related to Communication in the Staff survey for NDW staff.
  • Update the communication plan based on findings and strategic needs, incorporating best practices.
  • Establish a reporting system to monitor progress and adjust communication tactics as needed.
  • Content of the Deliverable will be defined and approved at the beginning of each period, in writing.
  • Essential Skills and Experience

  • Relevant experience in communication strategy and execution in the last 5 years.
  • Sound digital literacy with experience in using office automation systems and softwareapplications, e.g. Microsoft Office Suite (Word, Excel, and PowerPoint).
  • Experience in copywriting and editing.
  • Prior experience of working in an international environment.
  • Ability to work independently, be self‐motivated and to organize work under stress and tight deadlines with an ability to analyze and prioritize workload to meet the demand.
  • Absolute discretion and a sense of diplomacy when dealing with persons inside and outside the Agency at all levels and of different nationalities.
  • Desirable Skills and Experience

  • Familiarity with social media and digital communications tool platforms.
  • Language Proficiency

  • Business English
  • Education

  • BSc / BA in PR, communications, journalism or relevant field, or relevant professional experience.
