Job Description

Position context

The payroll team in The Netherlands is providing the payroll for seven legal entities and in total roughly 1250 employees in The Netherlands. Payroll is part of the finance department.

Reporting to : Controller, West Europe (BENELUX, CH, FL)

Manager of : Payroll administrators

Goal of the position

As payroll manager you will be end-responsible for the payroll in The Netherlands. Accurate and timely payment will be critical to your success. For roughly 50% of your time you will collaborate in the payroll processing. In order to build a future-proof payroll organization, you will develop standard operating procedures, improve payroll processes, ensure standardization and build a highly trained team. You will participate as a key stakeholder in projects.

Scope & Key Responsibilities include :

Leadership

  • Will build a strong team as a people leader, ensuring proper training, guidance and coverage between team members.
  • The current team consists of 3 payroll administrators and 1 payroll expert. The payroll expert does not report into the payroll manager. Close collaboration with this role will be critical.

Payroll processing

  • Participation in and supervision of the monthly payroll run for seven legal entities in The Netherlands including all validation / approvals.
  • Coordination / monitoring of payroll processes with various external service providers.
  • Contact person regarding payroll related matters for internal and external management stakeholders, i.e. employees regarding payroll related matters
  • Close collaboration with local People Services team and with shared service centers for Finance and People Services located abroad
  • Ensuring correct and timely processing of international mobility cases regarding tax and payroll requirements including 30% ruling and mobility benefit schemes.
  • Process improvement

  • Is responsible for payroll process improvement. Including improvement and development of documentation.
  • Will ensure standardization. Will develop standard operating procedures.
  • Will coordinate with stakeholders across the organization on process improvement and implementation.
  • Ensuring SLA’s, KPI’s and Metrics are produced each period and actions will be taken accordingly.
  • Project management

  • Will participate as a key stakeholder from payroll perspective in multiple projects.
  • In 2024 we will change the HRIS system from SAP to Workday. Aligning payroll to this new input of HR data towards payroll will be a critical project.
  • Transition towards a new (global) payroll system will be a future project. Stakeholder management to translate local needs will be critical.
  • In general, participation in projects and ad hoc tasks as required.
  • Reporting and auditing

  • Execution and monitoring of internal controls to SOX standards and ensuring year end processes and documentation are correct.
  • Responsible for processing and administrating the Work Related Cost Scheme (WKR).
  • Ensuring all legal / federal / statutory filing and payments are completed on time. For example regarding the tax authorities, CBS, UWV, pension funds, insurances.
  • Monitoring of financial payroll results; resolution of issues with finance department.
  • Processing of inquiries from internal and external auditors, local authorities and internal stakeholders
  • Requirements

  • 5-10 years of relevant Dutch payroll experience in a multinational environment
  • Relevant professional qualification / bachelor’s degree
  • Knowledge of local wage tax, social security and pension regulations
  • Fluency in Dutch & English
  • Proficient Excel skills
  • Supervisory experience is an advantage
  • Preferably experienced in working with the payroll system ADP, time and attendance systems and HRIS (Workday)
