Contract Duration : For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Organizational Context :

Under the direct supervision of the Director of the Division of Judicial Services, the Information Management Services Section ensures that the Registry puts in place adequate Information Management services for the benefit of all organs and activities of the Court. The Information Management Services Section will also provide services to other Registry clients, including external parties relying on the policies and technology of the Court.

Information services consist of :

  • Information management activities which include developing policies and best practices for the management of (digital) documents, records and archives; library services and knowledge management, whether technology based or not.
  • Information systems support including systems development, administration and integration.
  • Technology services operations support, including end-user services, communications and networking technology, audio-visual technology.
  • Information security activities, including developing policies and best practices, implementing information security standards and managing risk related to information, whether technology based or not.

Duties and Responsibilities :

Under the general guidance of the Chief, Information Management Services Section and under the direct supervision of the Systems Development Officer, the incumbent will perform the following duties :

  • Develop custom software solutions using the ICC adopted development platform, this includes : Documentum xCP, Mendix, Power Platform, Java and .Net as appropriate.
  • Provide second level support for IMSS internally developed software solutions in use at the Court through active initiative of upgrades, renewals and retirement as per the standard software lifecycle management processes.
  • Manage software development platforms, this includes : Power Platform, Mendix, SVN, Nexus, Jenkins, Redmine and coordinate patches and upgrade activities.
  • Maintain product backlogs of software solutions requests, enhancement / new features for all existing software applications in use, while maintaining service relationships with product owners as a focal point to the business unit and their request.
  • Assist with analysis of Business Initiatives to request new or enhanced software solutions.
  • Seek and propose opportunities for improvement, enhancement, refinement, research and development of systems or processes that address business problems through active liaison with business stakeholders.
  • Maintain and prepare technical documentation (systems design, service description document and first level support guide) in line with Change and Release Management and service transition processes.
  • Assist the Systems Development Officer to coordinate development activities / mentoring of development assistant staff.
  • Perform other duties as assigned by the supervisor.
  • Essential Qualifications :

    Education

    An advanced University degree in information systems, computer science or science disciplines, such as engineering, information management or any other related field is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

    Experience

    A minimum of two years (four years with a first level university degree) of progressively responsible relevant experience in information systems is required. An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility.

    A minimum of four years of experience developing customized business solutions, documenting and assessing user requirements and drafting Scopes of Work is required.

    Demonstrated experience in a high level programming language (e.g. Java, .NET) is required.

    A minimum of four years of experience in modern software development methodology (Agile, Scrum, Kanban, Lean Programming) is required.

    Demonstrated experience implementing SOA / microservices and proven understanding of delivery of functionality as a service.

    Experience in architecting software solutions and drafting high-level design documents.

    Certification in formal IT management framework (ITIL or COBIT) is desirable.

    Certification on formal Project Management framework (PRINCE2 or PMI) is desirable.

    A basic certification in Mendix is required.

    Experience in two of the following low-code development platforms, Documentum xCP, Power Platform) is highly desirable.

    Experience with traditional and cloud application architecting (e.g. in Microsoft Azure) is desirable.

    Other technical certifications (Microsoft Azure / 365) would be considered an asset.
