Project Management Officer (PMO) – Technology

About the role
For the Technology department, we are looking for three experienced Project Management Officers to strengthen the central PMO function.
The PMOs will support strategic technology programs, projects, and the wider Technology portfolio. Depending on experience and expertise, each candidate will have a primary focus on one of the following areas:
- PMO Finance – financial management, forecasting, cost control, and project administration
- PMO Portfolio – portfolio governance, planning, reporting, prioritization, and capacity management
- PMO Allrounder – broad project and program support across governance, reporting, risks, resources, meetings, and administration
All three PMOs will work closely with Portfolio Managers, Program Managers, Project Managers, Finance, and other key stakeholders. They will report to the Technology Team Lead PMO.
Key responsibilities
General PMO support
- Proactively support Portfolio, Program, and Project Managers.
- Maintain and improve project, program, and portfolio management processes.
- Support governance, planning, reporting, and decision-making activities.
- Prepare accurate status reports, dashboards, meeting packs, and management information.
- Monitor risks, issues, actions, dependencies, and changes.
- Coordinate and facilitate project, program, and portfolio meetings.
- Prepare agendas, documentation, presentations, and meeting minutes.
- Ensure agreed PMO standards, methodologies, templates, and processes are followed.
- Maintain high-quality and consistent data across the project and portfolio landscape.
- Support resource management, capacity planning, and time-registration processes.
- Maintain relevant project, program, and portfolio information in systems such as ServiceNow, SharePoint, Teams, and Microsoft Office applications.
- Support communication activities, documentation, templates, guidelines, and shared mailboxes.
- Identify opportunities to improve PMO processes, reporting, governance, and standardization.
- Facilitate knowledge sharing and contribute to the continued development of the central PMO team.
PMO Finance focus
The PMO Finance will have primary responsibility for:
- Supporting financial management for strategic programs and projects.
- Monitoring budgets, actual costs, commitments, forecasts, and financial variances.
- Maintaining cost-tracking files and financial reporting.
- Supporting monthly financial closing and forecasting activities.
- Creating and following up on purchase orders.
- Monitoring project resources, time writing, invoices, and financial commitments.
- Providing Project and Program Managers with accurate financial insights.
- Identifying financial risks, inconsistencies, and potential budget overruns.
- Supporting financial governance and ensuring compliance with agreed financial processes.
PMO Portfolio focus
The PMO Portfolio will have primary responsibility for:
- Supporting the management of the Technology portfolio.
- Maintaining and improving portfolio governance and reporting processes.
- Supporting portfolio planning, prioritization, and decision-making.
- Monitoring portfolio financials, forecasts, resources, and capacity.
- Creating portfolio dashboards, KPI reports, and management presentations.
- Preparing and facilitating portfolio review meetings.
- Ensuring data quality and consistency across projects and programs.
- Supporting the evaluation of new initiatives, portfolio changes, and dependencies.
- Providing Portfolio Managers and senior stakeholders with reliable portfolio insights.
- Driving standardization and continuous improvement across the portfolio management environment.
PMO Allrounder focus
The PMO Allrounder will provide broad support across projects and programs, including:
- Coordinating project and program administration.
- Maintaining plans, milestones, risks, issues, actions, and dependencies.
- Supporting financial reporting, cost tracking, and resource administration.
- Preparing status reports, dashboards, presentations, and meeting packs.
- Organizing and facilitating governance meetings.
- Supporting change-control processes and project documentation.
- Monitoring time writing, deliverables, deadlines, and action completion.
- Supporting multiple Project or Program Managers simultaneously.
- Acting as a central point of coordination between project teams and stakeholders.
- Taking ownership of operational PMO activities and addressing gaps proactively.
Requirements
Must-haves
- At least five years of relevant professional experience, including a minimum of three years in a PMO, Project Support, Program Support, Portfolio PMO, or comparable role.
- Bachelor’s degree or equivalent working and thinking level.
- Good understanding of project, program, and portfolio management processes.
- Experience with project or portfolio governance, reporting, and financial management.
- Experience preparing management reports, dashboards, status updates, and presentations.
- Strong knowledge of Microsoft Office, particularly Excel and PowerPoint.
- Experience using Microsoft Teams and SharePoint.
- Professional proficiency in Dutch and English.
- Ability to prepare all documentation and reporting in English.
- Strong numerical, analytical, organizational, and communication skills.
- Ability to work independently and manage multiple priorities.
- Ability to communicate effectively with stakeholders at different organizational levels.
- A structured, accurate, and quality-oriented working style.
- Ability to maintain a helicopter view while paying close attention to detail.

Role allocation
Candidates will be matched to one of the three PMO positions based on their strongest area of expertise:
- PMO Finance: best suited to candidates with strong financial project-control, forecasting, cost-tracking, and purchase-order experience.
- PMO Portfolio: best suited to candidates with portfolio governance, dashboarding, prioritization, capacity planning, and senior stakeholder-reporting experience.
- PMO Allrounder: best suited to candidates with broad PMO experience who can support multiple projects and managers across reporting, governance, planning, finance, risks, and coordination.
